The Committee members scrutinized two Bills: "On Ukraine´s Accession to the Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption" (Reg. No.0112) and "On Amendments to certain Legislative Acts of Ukraine in view of Ukraine´s Accession to the Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption" (Reg. No.3550).
According to the Committee members, the Bill (Reg. No.0112) envisages Ukraine´s accession to the Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption with certain statements, pursuant to which, a central body (in Ukraine the Ministry for Family Matters, Youth and Sports) should assume relevant commissions in every country.
The Convention consolidates the principle of "subsidiarity" of intercountry adoption that is actually observed in Ukraine and presupposes that foreigners can adopt a Ukrainian child only after all the possibilities of its adoption by Ukrainian citizens have been exhausted.
According to the People´s Deputies, the Bill (Reg. No.3550) specifies the procedure of adoption of orphans and children deprived or parental care by foreign and Ukrainian citizens who reside abroad, establishes criminal responsibility for illegal, commercial activity related to adoption, etc.
